Every Applicant for a billiard room or poolroom license shall file a petition with the City Manager or designee setting forth his name and place of residence, how long he has resided in the City, the building wherein he desires to conduct such billiard room or poolroom, and the number of pool or billiard tables, or both, which he desires to operate.
