Such parks and recreational areas may be used by the public at such time and upon such conditions as the Council may hereafter prescribe by resolution or ordinance. Said lands dedicated or created by the City as parks shall be maintained for the public use, to provide comfort, enjoyment, visual pleasure and opportunity for open air recreation, and shall be used exclusively for such purposes and related uses. Those lands dedicated by the City for specialized recreational use, such as golf courses, shall be used exclusively for such designated uses and related purposes.
