The bulk and size of each mobilehome site, permitted number of mobilehomes per acre, setbacks, circulation, parking, landscaping, environment, and design of all uses proposed for establishment within the MHP zone shall be governed by the criteria embodied in the City’s development policy for mobilehome parks, as amended, adopted by the City Council on April 23, 1974, under Resolution No. 7280.
