All private developers of either residential, commercial or industrial properties in the City of Chula Vista shall be required to pay the required fee(s) and/or to install traffic signals in the public streets of the City in accordance with the Council policy as adopted by Resolution No. 9221, and as said policy may hereinafter from time to time be amended.
