The City Council has heretofore adopted a policy regulating participation by private developers of residential, commercial or industrial uses in the financing and/or installing of traffic signals on public streets within the City of Chula Vista. It is the intent of the City Council in adopting this chapter to provide requirements for the implementation of said policy. The purpose of the City Council is to ensure that there is an equitable and proportionate contribution to be borne by all traffic-generating private developments to satisfy the projected traffic signal needs of the City. In administering this chapter, the Director of Public Works shall adhere to the policy as presently adopted or as may be amended by the City Council. (Ord. 1835 § 1, 1978).
