Any accumulation of combustible or inflammable material, boxes, broken wood, trash, waste papers, rags, or other debris of any kind whatsoever, back of fences or signboards, or in or near buildings, stairways, cellars, basements, or any other location which is located so as to be liable to cause fire, is hereby prohibited, and it shall be unlawful to place or allow any such material named in this section to remain in such locations named herein.
