If such owner, agent or person in possession of such property fails to remove such articles, materials, weeds or vegetation from such property within the time specified in this chapter for the removal of the same, it shall be the duty of the Fire Chief to cause the removal of such articles, rubbish, weeds, vegetation or other materials therefrom.
