Within 10 days from the date of posting of such notice, or in case of personal service of notice, within 10 days from the date of such personal service thereof, the owner of or any person interested in such property, land or lot affected by such notice may appeal to the City Manager pursuant to Chapter 1.40 CVMC for the requirements thereof.
