It is unlawful for any person to own, control, lease, act as agents for, conduct, operate or manage any kennel, cattery, pet shop, or dairy farm or maintain more than 25 fowl and/or rabbits without first applying for and receiving from the City a permit therefor, as provided for under this chapter.
