A. The keeping of animals, birds, fowl or rabbits not expressly permitted by Chapters 6.04 and 6.08 CVMC is prohibited unless a special permit is obtained.

B. Special Permits. Special permits may be granted for the maintenance of animals not in strict conformance with the provisions of this title during special events for a period of not more than two months, if the City Manager or his or her designee makes a finding that the public health and welfare will not be endangered thereby, and such animals shall be kept in a manner consistent with the conditions imposed, if any, in such special permit and within the scope thereof.
