The purpose of this chapter is to establish rules governing the Short-Term Rental of Dwellings within the City. With such rules, with respect to Short-Term Rental activities, the City desires to ensure the collection and payment of transient occupancy taxes; reduce the burden on City services; minimize the negative secondary effects of such use on residential neighborhoods; and ensure that such Short-Term Rental activities do not become a nuisance, or threaten the health, safety or welfare of persons residing in residential neighborhoods and patronizing Short-Term Rentals.
