Effective upon adoption of a Chula Vista gaming plan that addresses the subject matter of this section, but only to the extent allowed by the Chula Vista gaming plan if more restrictive than the provisions hereof, there shall be no limit on bets or wagers in any game. Until adoption of the Chula Vista gaming plan, no bet or wager in any game shall exceed the sum of $30.00, and only table stakes shall be permitted, and no jackpots shall be allowed, unless otherwise allowed.
