Notwithstanding anything else in this chapter to the contrary, all gaming and any operational controls thereon which may be allowed pursuant to the Chula Vista gaming plan shall be deemed to be allowed by this chapter of the Municipal Code, and by the enacting ordinance, without further amendment of said code or ordinance as if same were contained herein.
