If the City elects to contract for emergency medical care and transport services it shall do so in accordance with state law, and such other policies consistent therewith as may be adopted by City Council by resolution. If consistent with state law, contracts without competitive bidding may be approved; provided, that the City Council makes the findings provided in CVMC 2.56.070(B)(3) or (4).
