For the operation of any vehicle containing amplifiers, phonograph, loudspeaker, microphone, broadcasting, radio, or a device for public address, and which is used for announcing or advertising upon the public streets or public grounds in the City, there shall be paid in advance to the Finance Officer of the City a license tax as presently designated, or as may in the future be amended, in Section 5.08.070 of the master tax schedule in CVMC 5.07.030. All religious and charitable organizations shall be exempt from payment of the above license tax and in lieu thereof shall obtain a permit from the Chief of Police.
