The proceeds from the tax imposed by this chapter shall be for general governmental purposes of the City and shall be received into the general fund of the City. Nothing in this chapter shall constitute the tax imposed under this chapter as a special tax, or bind the City to use the proceeds for any specific purpose or function; the City Council shall retain discretion to expend the proceeds of the tax for any lawful purpose of the City.
