“Exceptional historical resource” means a resource that the Council has determined is invaluable to the heritage of Chula Vista because it has been found through expert technical analysis to be the best representative sample or the last one of its type and that the loss of that resource through demolition, removal, or alteration would cause a significant loss to the City’s history and environment.
