At the time of the sale of any unclaimed property, the purchaser shall pay the cash purchase price into the Finance Department, and the Finance Department shall issue a validated receipt for such money for the personal property being purchased, and the Chief of Police or the authorized member of his Department shall, upon presentation of such validated receipt, transfer such property to the purchaser.
