Except for requests for copies of identifiable public records, anyone requesting services for providing information from records or documents, doing research or providing processing services shall pay the required fee(s). Such fees shall include, but not be limited to, the direct costs of duplicating, transmitting, mailing, faxing, or by some other means providing the information requested from records or documents and the costs of any programming, processing, or research which is necessitated in order to produce, prepare or identify the requested records or documents.
