Pursuant to the provisions of Section 33200 of the Community Redevelopment Law, the City Council declares itself to be the agency provided in CVMC 2.24.010 and that all of the rights, powers, duties, privileges and immunities vested by the Community Redevelopment Law in such agency shall be, and are, vested in this body.
