The ordaining clause of all ordinances adopted by the Council shall be substantially as follows: “The Council of the City of Chula Vista does ordain as follows:”; and the ordaining clause of all ordinances adopted by the people shall be: “The People of the City of Chula Vista do ordain as follows:”.
