All ordinances, except ordinances initiated by the electors of the City pursuant to the provisions of Section 1003 of the Charter, shall be prepared in writing by the City Attorney. No ordinance shall be prepared for presentation to the Council unless ordered by a majority vote of the Council or requested in writing by the City Manager or prepared by the City Attorney on his own initiative.
