Notwithstanding CVMC 19.89.020, wireless telecommunication facilities located on City property, rights-of-way, or other possessory and nonpossessory interests in land shall not be subject to this chapter. Regulation of such facilities shall be accomplished through administrative rules, policies, programs, or agreements approved by the City Council and drafted consistent with the general policies established in CVMC 19.89.010.
