Within 200 feet of any R zone or A zone designated for future residential use in the General Plan, no structure shall exceed three stories or 50 feet in height; otherwise, no building or structure shall be erected to such a height that it would be detrimental, in the opinion of the Commission, to the light, air or privacy of any other structure or use, existing or reasonably to be anticipated.
