The purpose of site plan and architectural approval is to determine compliance with this chapter and to promote the orderly and harmonious development of the City. A building permit shall not be issued until site plan and architectural approval has been obtained for the following uses: for any use requiring site plan and architectural approval in the zone regulations, and for any use requiring a conditional use permit.
