The City Council, after the public hearing and consideration of the matter, may affirm the action of the Planning Commission, deny the action of the Planning Commission, or modify conditions recommended by the Planning Commission. An affirmative vote of at least three members of the City Council shall be necessary to change or modify the recommendations of the Planning Commission. (Ord. 3153 § 2 (Exh.
