Whenever the public necessity, convenience, general welfare or good zoning practice justifies such action, and in substantial conformance with the General Plan of the City, and after due consideration and report on same by the Planning Commission, the City Council may, by ordinance, create, amend, supplement or change the uses and regulations of the comprehensive zoning law or include or place any property within the City into any zone as created and defined in this title. The procedure for adopting such ordinances may be noticed by a resolution of intention of the Planning Commission, or of the Council, or by an affirmed application of one or more of the owners or parties having a legal interest in the property to be affected by the proposed action.
