Except where modified by the Council upon recommendation of the Commission, as provided by this title, each subdivision and map thereof shall be in conformity with the standards set forth or referred to herein. In the coastal zone, any modification of any requirements of this chapter or the certified local coastal program will require filing by the City of a local coastal program amendment and approval thereof by the Coastal Commission before such modification becomes effective.
