Subject to the requirements of this chapter, the Council may affirm, reverse or modify any determination of the City Engineer with respect to the proposed parcel map. In the coastal zone, notice of a final decision by the Council shall be provided to the applicant, Coastal Commission, and any known interested person as provided in this code. (Ord. 3153 § 2 (Exh.
