Prior to the approval of a parcel map, the subdivider shall install and complete all necessary improvements and meet all drainage and grading requirements, unless, pursuant to CVMC 12.24.070, it is determined by the City Engineer that such installation would create a dangerous condition, be infeasible, or be impractical. In the event that the applicant does not complete such improvements prior to filing the parcel map, the subdivider shall execute an agreement, backed by sufficient security in accordance with CVMC 18.17.110, with the City to ensure that all necessary improvements are installed.
