The Director of Development Services and the City Engineer, and a registered land surveyor if the City Engineer was registered in the state of California later than 1982, shall approve or disapprove said map within 10 days of the date Council was noticed that the final map was under review for final approval pursuant to Section 66458(d) of the Map Act, unless the time for taking action shall have been extended by mutual consent of the City Engineer and the subdivider.
