The Director of Development Services or his designee shall prepare a written report of recommendations on the tentative map in relation to the requirements of this chapter and other applicable regulations of the City or public and private utilities, and shall submit the same to the Commission within 21 days after receipt of the map. In the coastal zone, the report of the Director of Development Services shall also state how the tentative map complies with the requirements of the certified local coastal program. Pursuant to Government Code Section 66452.3, if the tentative map is for a condo conversion, the existing residents within the tentative map shall be provided a copy of the staff report at least three days prior to the Planning Commission meeting.
