Whenever any words or phrases used in this title are not defined herein, but are defined in the Government Code or Public Resources Code of the state of California, the City’s zoning ordinance, or the City’s certified local coastal program, such definitions are incorporated herein and shall apply to such words and phrases used herein as though set forth herein in full, unless the context clearly indicates a contrary intention. Where words are used in a single gender and number, they shall be deemed to mean and include the feminine, masculine, or neuter gender and plural number whenever required. (Ord. 3153 § 2 (Exh.
