The City Council shall consider the developer’s request and, in its sole discretion, may direct the City Manager to begin the proceedings for the formation of a reimbursement district. Such direction to the City Manager shall be conditioned upon the developer-applicant depositing with the Finance Department a sum of money sufficient to cover the City’s costs in the formation of the reimbursement district.
