It is the purpose and intent of the Council to establish rules and regulations to control and protect planting within the public rights-of-way in the City. Such regulations shall include provisions for the planting of street trees and other landscaping materials, as well as provisions for care, trimming and preservation of all vegetation within the public rights-of-way.
