The provisions of this chapter shall be interpreted as imposing additional requirements and restrictions, and not as repealing existing laws relating to the same subject matter. Where this chapter imposes a greater restriction on the construction of sidewalks, curbs or gutters, or the granting of permits and licenses therefor, than are imposed or required by other laws, the provisions of this chapter shall control.
