Any owner or tenant resident of property located on a residential street which has time-limited parking may obtain at no cost, by showing proof of residence and vehicle registration at said address, a permit from the City Engineer which authorizes said vehicle to be parked on residential streets, as designated on said permit, where a time limitation has been imposed, in excess of said time limitation.
