No person, other than the owner or operator of a vehicle, or a member of the Police Department, as authorized in CVMC 10.56.110 through 10.56.150, shall deposit payment in any parking meter without the knowledge or consent of said owner or operator of the vehicle using the parking space regulated by such meter.
