No person shall build or cause to be built, rebuild or cause to be rebuilt, grease or cause to be greased, or perform any maintenance including changing of oil or flushing radiators on any vehicle or any part thereof upon any public street or public parking area in the City. Except for temporary emergency repairs, no person shall repair or cause to be repaired any vehicle upon a public street.
