The City Council declares that it would have passed the ordinance codified in this chapter sentence by sentence, paragraph by paragraph, and section by section, and declares that the provisions of the ordinance codified in this chapter are severable, and if for any reason any sentence, paragraph or section of the ordinance codified in this chapter shall be held invalid, such decision shall not affect the validity of the remaining parts of this chapter.
