It is unlawful for any individual or Entity, other than the Authorized Collector, to interfere in any manner with any Solid Waste or household Hazardous Waste Container or the contents thereof, whether owned by individuals or Entities, the City, or by the Authorized Collector, or to remove any such Container or its contents from the location where the same was placed by the owner thereof. This provision is not intended to prohibit any individual or Entity generating a reusable, Recyclable, or Compostable commodity from selling or giving the same as they may desire; provided, that the commodity(ies) shall be removed and conveyed in a manner strictly in accordance with the rules and regulations of the San Diego County Department of Environmental Health and Quality, this chapter and Chapters 8.23 and 8.25 CVMC, and that such commodities shall be diverted from a Landfill, transformation facility, or other land application or other use not expressly recognized as diversion by the City or the State Waste Laws.
