If any dog shall bite any person or animal within the City, the owner or person having control of such dog shall, upon request of the City Animal Care Facility Manager, Animal Control Officer, Safety Officer, or any peace officer, deliver such dog to such officer to be isolated for 10 days, for the purpose of determining whether or not such dog is afflicted with rabies, and the owner or person having control of such dog shall pay all the expenses of the keeping of such dog during the time the dog shall be so isolated.
