It shall be unlawful for any Person to operate, maintain or keep in the City any bathhouse without an annual license therefor issued by the Police Chief. The license, or any renewal thereof, may be denied if the bathhouse operation as proposed does not comply with the provisions of this chapter, regulations adopted pursuant to this chapter, and all other applicable laws, including, but not limited to, applicable building and fire codes.
