The Director of Finance shall, after receipt of the recommendation of the Chief of Police, allow or disallow the license applied for, and if said recommendation is favorable, the Director of Finance shall forthwith issue the license upon the payment of the license fee hereinafter provided. In the event that the Chief of Police shall present an adverse recommendation for consideration by the Director of Finance, and said license shall be disallowed, the Applicant may appeal said recommendation to the City Manager or designee within 10 days of receipt of written notice by the Director of Finance that the application for said license has been disallowed. Upon receipt of said appeal and payment of fee as set forth in the master fee schedule, the City Manager or designee shall set the appeal for public hearing. At the hearing, the City Manager or the manager’s official designee shall take testimony and determine whether the Applicant meets all the requirements of this chapter, and grant or deny the license on that basis.
