The purpose of the public hearing shall be to receive testimony from all persons residing within the territory proposed to be established for a Community Planning Committee. Said testimony shall be required in order that the City Council may determine the necessity and desirability of creating such a Committee. At the close of said hearing, the City Council shall consider all testimony and determine said necessity and desirability for creating the Committee, which shall be done by resolution.
