Off-street parking areas for more than three vehicles shall be provided with a suitable concrete curb or horizontal timber barrier not less than six inches in height, located not less than two feet from any street walkway or alley right-of-way line. All curbs or barriers shall be permanently anchored in a manner satisfactory to the Director of Public Works, to confine vehicles entirely within said premises, except in those cases where a wall is provided on the boundaries of the premises which, in the opinion of the Zoning Administrator, is of such construction as to suitably protect the adjoining property.
