This chapter is enacted pursuant to the authority granted by Section 66421 of the Government Code of the state of California and in accordance with the limitations of Section II of Article XI of the Constitution of the state, the general laws of the state, and Section 66410, et seq., of the Government Code of the state, known as the Subdivision Map Act. The provisions of this chapter are in addition to the regulations of said Subdivision Map Act and are supplemental thereto, consistent with and not in conflict with the provisions of said act. Within the coastal zone, in the event of any conflict arising between the provisions of the certified local coastal program (LCP) and the subdivision ordinance or other legal authorities applying to the subdivision ordinance, the LCP shall control.
