For the purposes of this chapter, and Chapters 15.08, 15.10, 15.12, 15.14, 15.16, 15.24, 15.26 and 15.28 CVMC, the following words have the meanings shown in this section. Where a term is not defined in this section, but is defined in one of the technical codes, such term shall have the meaning ascribed to it in the technical code. Where terms are not defined, they shall have their ordinarily accepted meanings within the context with which they are used. Words used in the singular include the plural, and the plural the singular. Words used in the masculine gender include the feminine, and the feminine include the masculine.

Addition” means an extension or increase in floor area or height of a building or structure.

Alter” or “alteration” means a change or modification in construction or building service equipment.

Approved, as to materials, types of construction, equipment and systems” means approval by the Building Official as the result of investigation and tests conducted by the Building Official or by reason of accepted principles or tests by recognized authorities, technical or scientific organizations.

Approved agency” means an established and recognized agency regularly engaged in conducting tests or furnishing inspection services, when the agency has been approved by the Building Official.

Building” means a structure used or intended for supporting or sheltering a use or occupancy.

Building code” means the California Building Code as adopted and amended by the City in Chapter 15.08 CVMC.

Building, existing” means a building erected prior to the adoption of this chapter and the adoption of the technical codes or one for which a legal building permit has been issued.

Building Official” means the officer or other designated authority of the City of Chula Vista charged with the administration and enforcement of this code and the technical codes, or duly authorized representative.

Building service equipment” means the plumbing, mechanical and electrical equipment including piping, wiring, fixtures and other accessories which provide sanitation, lighting, heating, ventilation, cooling, refrigeration and fire-fighting that is essential to the occupancy of the building or structure for its designated use.

Electrical code” means the California Electrical Code as adopted and amended by the City in Chapter 15.24 CVMC.

Listed” and “listing” means equipment and materials included in a list published by an approved testing laboratory, inspection agency, or other organization concerned with product evaluation that maintains periodic inspection of current productions of listed equipment or materials that states that the material or equipment complies with approved nationally recognized codes, standards or tests and has been tested or evaluated and found suitable for use in a specified manner.

Mechanical code” means the California Mechanical Code as adopted and amended by the City in Chapter 15.16 CVMC.

Occupancy” means the purpose for which a building, or part thereof, is used or intended to be used.

Owner” means any person, agent, firm or corporation having a legal or equitable interest in the property.

Permit” means an official document or certificate issued by the Building Official authorizing performance of a specified activity.

Person” means a natural person, heirs, executors, administrators or assigns, and also includes a firm, partnership or corporation, its or their successors or assigns or the agent of any of the above.

Plumbing code” means the California Plumbing Code as adopted and amended by the City in Chapter 15.28 CVMC.

Repair” means the reconstruction or renewal of any part of an existing building, structure or building service equipment for the purpose of its maintenance.

Structure” means that which is built or constructed, an edifice or building of any kind or any piece of work artificially built up or composed of parts joined together in some definite manner.

Technical code” means those codes identified in and adopted in the manner indicated in Chapters 15.08, 15.09, 15.10, 15.12, 15.14, 15.16, 15.24, 15.26 and 15.28 CVMC.

Valuation” or “value,” as applied to a building and its building service equipment, means the estimated cost to replace the building and its building service equipment in kind, based on current replacement costs. (Ord. 3382 § 1, 2016; Ord. 3283 § 1, 2013; Ord. 3167 § 1, 2010; Ord. 3087 § 1, 2007).
