The Floodplain Administrator shall review all plans for alteration or relocation of any watercourse within the City to assure that the flood-carrying capacity of such watercourse is maintained. Prior to any alteration or relocation of a watercourse, or in riverine situations, the Floodplain Administrator shall notify adjacent communities and the state coordinating office of FEMA. The Floodplain Administrator shall submit copies of such notifications to the Administrator of the Federal Insurance Administration. The Floodplain Administrator shall assure that, in the coastal zone, any subdivision that involves the alteration or relocation of a stream shall also conform to the applicable provisions of the certified Local Coastal Program.
