No person, including property owners, contractors, private engineers or others, shall erect, construct, enlarge, or improve any building or structure, or begin development within a SFHA, including the placement of manufactured homes, without first obtaining a building permit, land development permit, or any other permit required pursuant to Chapters 15.04 and 15.08 CVMC for each such action.
